Pricing guide doesn't exist, for roughly the same reasons. Also, you might
charge more than the next guy because you're that good, and it will
ultimately take you less hours to complete something.
As for the law, it is intended to prevent price fixing among competitors.
It's probably easier to find out how much your hourly salary would be doing
this kind of work full-time employed, and depending on demand and
experience, either double or triple it. You can also guage your rates by
whether or not your clients toss you out on your keister when you mention
it, or start dancing around the room.
If you're just starting out, it's going to be trial and error anyway.
