These are all valid examples of past actions that today, would be considered war crimes. But in the day, before the Geneva Conventions, this was how wars were executed.
Since the conventions, the purposeful targeting of civilians during a state of war is a war crime. The systematic targeting of civilians when a state of war does NOT exist, would have to be considere terrorism.
