It's not yours after you will it to someone. It's always been my
interpretation that, with the exception of property taxes which are
paid to the government for maintenance because you own property which
has value (to prevent the government simply taking what you have),
that money and assets are taxed when money and assets change hands.
Sales tax, auto-taxes, income-tax, all are driven by the idea of money
and/or assets changing hands. When you die, all your money changes
hands, whether that's to a charity, to individuals, to the state or
some combination. What makes this redistribution of money different?
(Asside from the fact that it's a windfall to the beneficiary who
hasn't actually put any effort into earning it, at least not in any
documented manner like a job.)
