I still don't see a coherant message coming from whoever is in charge which I can't name. I've heard Lt. Gen Honore in a press conference telling people to "come on down", but I've also heard the DHS director telling people not to come down. That's just one example, but I'd think the President would hold a press conference, give a summary of what's happen and tell the country who's in charge. That person would then tell people what's being done, what the latest status is, and what they can do to help.
