That's not been true anywhere I've lived...

Various lobying for a specific kind of predominantly urban middle-class 
lifestyle has resulted throughout the US in stupid legislation of how people 
can or can't choose to live... examples abound... No more than 2 people per 
bedroom and no permanent residents in any room (say the living room) not 
designated as a bedroom. (Not that I haven't known people who've crowded a 
house or apartment, but not legally.) Here in FL and probably in most of the 
US, no dwelling, no matter how well designed, that's not designed specifically 
for central air-conditioning. So if you wanted to design a "green" dwelling 
that relies on passive air-flow to keep it cool, you're SOL because the state 
requires you to not be environmentally friendly in that way. It might not be an 
issue if you could design a dwelling that supported either AC or passive 
air-flow (resident's preference as to which to use), though my understanding is 
that the regulations for AC prohibit what would be necessary for passive 
air-flow. Which is assinine... Central air as a technology has only existed for 
less than 100 yrs... but now that it's here, we're not allowed to not use it, 
even though we survived just fine for two MILLENIA without it. 

No it's not perfect... I think the jury's still out on its working. Personally 
I think it only works if your priorities happen to match those of the 
mainstream, metrosexual culture.
