Mandate? Your drifting but I'll play. Did you mean to say only 31% of eligible voters? Because 52% (methinks) of people that voted (actual voters), voted for Bush.
If you want to play with numbers and count all voters then the 55.3 was the highest turnout since 1968 and Nixon only got 43.4% of the vote.
