First, there is a HUGE difference between the two.

And tons of people DO live there (within 5 blocks and close enough to
be affected daily by the site). An order of magnitude more than in
Plaquemines Parish.

It could not be left as is. Something had to be done with it.
The bodies alone were reason for the cleanup, for funery reasons,
health reasons and forensic reasons.
Cleaning up after the terrorism was important for the national psyche.
The cleanup was needed to restore the operation of the subway system
and the docks (without which much of NYC would have been damaged)
It is unlikely that it will happen again there.
The NYC rebuild affected literally millions of people. Plaquemines has
about 25,000 people who will be affected.
There is no ongoing government cost for the cleanup (whereas flood
insurance would be a continuing budget issue)

But, for me, the main reason is: The tax base supported such an
expendature in NYC, and doesn't in Placquemines.
