There are bodies still being found in the aftermath of Katrina, with
much greater health risk than the ones that were burned at the WTC.

If they rebuild it, it will be a prime target for terror, to take it
down again would be a huge accomplishment for the terrorists, and a
direct slap in the face of the US.

Hurricanes that destroyed Plaquemines Parish = 1

Your assumption that the rebuilding would only impact the people who
lived there is a direct contradiction to your assumption that the WTC
cleanup impact went beyond the people who live there (or even close to
there).  So which is it?

Bull Hockey.   If the levees are correctly rebuilt, instead of being a
jury-rigged mess, flood insurance would be no more of an issue than
insuring New York skyscrapers against terrorists.
