Actually, they did submit an application for a non-school group.

Just like the art club, the chess club, the drama club. In my high school, 
these were all considered non-school groups.

The debate team was a school group, the school funded the students to take 
trips to other schools for competitions. In the case of the art club, 
students paid for their own supplies.
