I think the issue is that she did it as part of her job as mayor not as a
person - its like the teacher thing - the teacher is welcome to preach but
it interferes with her job to do it in the classroom to her class of
students.  As the mayor to write such a thing on city letterhead perhaps
interferes with her job as mayor.

I am considering if thats a violation of her constituents rights or not -
