hmmm. I was under the assumption that it pertained mostly to fertility clinics and the embryo's they discard. Now the other bill about fetus farming may have been centered on that , but since there aren't any fetus farms, I figured that was more of a feel good measure, something they could say "Hey look, we're against fetus farms".
