I ask that question at least once a week, so I totally disagee, however I don't know the specifics of this case. The whole reason corporations and businesses have legal departments is to answer these kinds of questions. If Reid asked the question it shows that he was concerned and if he's willing to make amends I don't see the problem. If he was nailing a 16 year old staffer and asking about legality, that's a different thing. But rewarding your key players is a great trait to reward.
