Yes.  Much of law is based on injury.

In the case of the campaign contributions (again, I don't know the
details) it sounds like he was using the funds for his campaign - to
pay staffers.  Now the practice of funneling money from contributors
to staffers is probably  rightly illegal because it could defraud the
contributors.  Nevertheless, it could also be done in such a way that
it doesn't.  To me, this sounds like a case where it did not.   That
is, I certainly wouldn't complain if my contribution was given to a
rock star staffer who really threw down for the cause.

In the case of banging a teen, you're taking advantage of position of
power to use another human's body and emotions, things that cannot be
replaced or repaired or repaid, thus the injury is more severe and so
should the punishment be.
