You don't throw an armed robbery/murder/kidnapping suspect with a gunshot wound in a jail cell. No matter how many outstanding warrants. The problem here by-and-large is that rape is still looked upon as non-injurous as far as needing immediate treatment. No "gunshot" type wound therefore not life-threatening.
