Did you at least let the co-worker that missed it know about the problem?

The ticket system is (hopefully) in place to allow for feedback and
positive growth.  We all make mistakes, it's part of being human.
Being able to identify our mistakes and correct them is part of what
helps us improve as developers.  That being said, a large number of
tickets or problems reported can be an indication that someone is not
learning from their mistakes.

The truth is that there is a system in place where you work that
people are purposely circumventing and that's nothing but bad news.  I
would suggest that you try to find out why it's happening and see what
can be done about the source of the problem.  It sounds like there is
either a level of intimidation or miscommunication between you and
management at this point, neither of which are good for production.
