That's just the wrong story, plain and simple. If you listen to Cheney's own words from the early 90s he explained everything that would happen if the US invaded Iraq; cultures and all - it's on YouTube but I'm too lazy to find it. So culture has nothing to do with it. They knew about the problems, they just did it anyway. The more interesting question is why? If Cheney knew *exactly* the quagmire we'd find ourselves in 10 years before we invaded, why did he change his mind? It was either pure arrogance, lost compentence, or there's some other reason we don't know about. None of those possibilities have anything to do with culture. That was figured out prior to the first Iraq invasion. For example, the "green zone".
