Because it is a tax credit for individual taxpayers, it allows you to buy
individual insurance in the open market. McCain's people think that will
spur the growth of the individual insurance market and bring about better
rates in that area. Obama quoted the US Chamber of Commerce in the debate,
where they said that McCain's plan would spell the end of employer-sponsored
coverage. That might be true, but it would be true because of massive growth
of options in the individual insurance market.
