Unfortunately it doesn't seem like McCain's plan addresses those
issues at all. The positive part of something like Obama's plan (which
I think doesn't go far enough, btw) is that a national-level insured
group would be large enough to reduce the risk pool substantially and
large enough to negotiate with providers on payment and pre-existing
condition (see Medicare as an example).

There are certainly problems associated with a national-level plan
(like Medicare) but it does a much better job addressing the issues
you brought up than McCain's plan.
