They already have those models and the models say to exclude coverage.

Think about it: you go to get car insurance.  They ask for your
drivers history and the car you want to insure.  You say:

I'm not going to tell you what kind of driver I am, what my accident
history is, what my citation history is, or whether I even know how to
drive.  Further I'm not going to tell you what kind of car I'm
driving.  Could be a Yugo, could be a vintage Rolls.  INSURE ME!

You really think there's a "better" financial model for that?
