Teams. You know, a group of people working towards a common goal.

You ask questions (what are the top threats?), you hear answers (this
UBL dude), you find a good leader you trust and you tell him/her to
use whatever they need to come to a definitive answer on the
question(s) with a set a data-driven recommendations.  And you set a
timeline. Usually a month, no more than 3.

I do it every day.

Look Scott, at the end of the day Bush failed on a global scale:

* failed to stop 9/11
* failed to finish 2 wars (one wasn't even necessary)
* caused an economy catastrophe.

Course that's only a partial list, and his balancing list of successes is zero.

So either Bush failed with his theory, with his execution, or both.

The credited answer for all of history shall be:

C.) Both.
