It has less to do with US immigration policy, than the TV press that Chicago
got in the days leading up to the vote... The press showed the citizens of
Chicago protesting the bid, saying that Chicago was already deep in debt and
asking why the city government could find the money to fund the bid and
build process but not to fund schools and police. 

Secondly the press emphasized Chicago's crime problems and emphasized school
and racial violence showing a video of an 16 year old honor student being
beaten to death because he wouldn't join a gang.

.... now I don't live in Chicago, so I don't know how this fits into the
local Chicago "big picture" but the national TV press portrayed Chicago as
broke and crime ridden.

They did the same thing to Washington DC when they bid on the 2012 games.
It's interesting to note that they did not do it to Los Angeles or Lake
Placid... 

maybe because New York and California are where the TV profits are...?
