Jerry, that's no where near enough to take care of even a small
percentage of the people that truly need it..
The state of Virginia has one of the most effective welfare programs
in the country, because it's limited and it's a work training program.
The goal of the entire program is to get you out of the program and
back on your feet. It's state funded and it works.
