Actually we train animals with negative reinforcement too, but its been made
clear that positive reinforcement works a crapload better and is far more
humane.

A rehabilitation program should be based on positive reward systems.  Many
group homes for delinquent kid are based on this premise - a kid there
starts out with no privileges and earns them over time via good behavior.
Works very well generally and has a far better success rate than detention
does.
