Do you think that all foreign nationals are going to be rounded up and sent to Guantanamo Bay? The reason for laws like this is to protect Americans and if we should do whatever it takes to protect America and Americans.
I've lived in New York all my life (I've worked in the WTC and the WFC) and I think the attacks arguably affected New Yorkers more than anyone else. And, so, I have very strong feelings about what is done for our protection. New York, to me, is not only one of the greatest cities on Earth but maybe the greatest. It is also a place where I can take my children because it's so close and has so much to offer. But, now, we are all affected by what happened and have these horrible things that affect us all. My wife does not even want to take our kids to the observation deck of the Empire State building and I think that's a shame (I don't blame her but it's still a shame).
