There are thousands of students who come here every year, and tourists and 
business men. Only a very, very small minority took advantage of the visa 
programs.

"Those who would trade a bit of freedom for security quickly find they have 
neither freedom nor security." happens to be one of my favorite Franklin 
quotes. It applies here very well. We're watching our freedoms rapidly 
erode in order to get more illusionary security.
