Eric, I have to disagree with you here. Its a set of criminal gangs against a government. Hamas, PFLP and the other groups have no qualms about using human shields against the IDF. They have no problem with trying to create massive civilian casualties on their end (their suicide bombing campaign a few years ago for example). They've been cited by the UN and various human rights groups for using civilian buildings, such as schools etc., as ammunition dumps, and using children as human shields. They've also been cited for extortion and corruption - you want to start a business, you pay Hamas, not the government but the political/military organization a fairly large chunk of change before hand.
Moreover I have to agree with the Israeli philosophy to a large extent. Israel is a small country at best, surrounded by nations and peoples who would be quite thrilled to slaughter every last one of them, and then salt the land. If Israel goes under there is not much left of Judaism, at least not enough to start over. It simply boils down to this, the Israeli philosophy is you want to hurt Israel, then expect to be dealt with in kind ten times over. The alternative is non-existence.
