So run a few large scale studies using a Quasi-Experimental approach. Take a set of schools that are statistically equivalent on the dependent measures. Then randomly assign them to either the current approaches or the CCC. Then see what happens over a 5 or 10 year period. And do that in 4 or 5 different states. That would give a fairly good idea on what works best.
