If it was being done right, or decently, or even just good enough to eke by, there wouldn't be a national push. (that had any traction)
Unfortunately, there are a LOT of places in this country where dumb and uneducated is DESIRED. But fortunately, as a nation, we have collectively decided that educated to a minimum standard is in the nation's economic, political and security best interest.
