Its very hard to quit smoking. Cessation rates are about the same as 
heroin addiction. so cut them a bit of a break eh? Eventually most 
may quit, but it takes a lot of effort, and given that the short 
terms rewards are far more salient than the long term costs, quitting 
is quite difficult.
