I'm not saying this won't work, because clearly it will. But does it take into account a hierarchy? Can your adminareahref supply settings that are automatically inherited by it's children? What about Fusebox is "overblown"? I don't think it could be much simpler: core files, configuration file (fusebox.xml), circuit files (circuit.xml).
