The cost of CF is a non-issue when you're talking of building a single-site application. It's only a very very small fraction of the total cost of the project. However, PHP is a sensible choice if you're building a web application for the shrink-wrap market or embedded in an appliance, in which case it makes sense go the whole LAMP (Linux-Apache-MySQL-PHP) approach because of the multiplier effect of every software dollar saved.
