Not just monitor (which is a valid issue), but also a concern is
forcing Chapel users to search too many different sources to try and
find info / get help.

I haven't looked into either yet, but I can say I have never heard of
Gitter.  On the other hand, I have been meaning to join Slack because
it frequently comes up on developer oriented forums and podcasts.
