As for chat.stackexchange.com, there seems to be some requirement
for posting comments ("Only members of The Stack Exchange
Network with at least * 20* reputation may talk here"), which might be not
preferable (?) (though it is probably designed so to avoid spam).
I agree that requiring reputation to ask questions is a barrier that we'd
probably prefer not to have (I know I've been frustrated when wanting to
take an action that I wasn't able to for that reason). I'd forgotten
about this requirement, thanks for bringing it up.
This comment made me wonder what the requirements for posting comments
with Gitter was, if any. If I'm interpreting correctly, it looks like
it's "Have a GitHub account or a Twitter account", is that correct?
Since we already rely on GitHub for the project heavily (moreso than SO),
that seems like a natural requirement. I must admit that I always have
security hesitations when letting one site use my credentials from another
site to use it, but I'm not sure I'd hold that against Gitter in this
case...

I think that's a good point. However, I think that to the extent that we
want to maintain some sort of chat-based interaction like IRC (and I think
we do), it seems like it'd be better to have those conversations logged
than to drop them on the floor as IRC currently does. Would you disagree?

In your follow-up, you clarified that your concern wasn't "is this
appropriate for the mailing list?" so much as "will naming individuals
cause them to get two copies of the mail?" In my experience, something
along the way squashes the duplicates from showing up in my inbox, but I
suspect that others' experiences may vary.... Using reply-all is common
enough that I wouldn't worry overmuch about it.
