It depends on how tuff you want it to be.  I did mine this spring.  I took a
drill to the rubber and pushed out as much as I could.  I next took a hack
saw to the metal.  After I cut it through I took a hammer to it.  

Taking them out is the easy part.  I made a tool out of pipe end caps,
washers, and a piece of threaded stock to put them back in.  It was a bear.  
Also, only to one control arm at time (upper or lower) otherwise you will
have a tuff time lining everything back up.
