A bound up oil pump is unusual for sure and Mr. Z-16's hydro lifter spring is one of those never say never deals. I think I would if you don't have ( you'll need it if you install a new pump anyway) oil pump pre oiling tool... I would drop it ion and with my drill rotate it and watch the oil pressure gauge. if the is a fluctuation in pressure and binding as you stated. IMO it;'s time for a replacement And as one guy said plastic gauge the bearings rod/main when you have access after dropping the oil pan. You do not have to pull the eng to do this job.
