Could be something like it - but Shift is used to select the tracks while
you drag the cursor over them. But something such as Ctrl+Tab I think is not
used for anything. Also, since Shift+Tab is used for arming/disarming many
tracks at once, it would be physically close to it.

Yeah, agreed. To lock them would be nice, if you have a way of unlocking it
if needed (even though that can be acomplished by only importing the audio
or something).

If it could automatically give priority to what you're trying to do would be
amazing. For example, you're trying to drag a video with locked audio
somewhere. The default behaviour could be automatically unlocking those
audio track (only if they're locked to the video) but issuing a warning like
"hey, tracks 2 and 3 were locked! temporarily unlocking..." (or something)
so that you knew they were locked and thought if you really want to be doing
what you're trying to do. That warning could be diabled in the preferences
once you get used to it (or, to the danger!!!)...

Of course, those are ideas, I don't know if they can be implemented or how
hard it would be to implement them...

But it's nice to be discussing this. I could raise my hand as to join the
testers team, if that can help!
