I'm curious. How would one define a "commercial breeder"? Would this
definition also include large purebred kennels that do breed for the show
ring and do health test their stock? Where would the line be drawn? It
seems to me that one way to put a lid on these "commercial breeders and
brokers" is to eliminate the sales of puppies and kittens at retail pet
shops. Without a market, like pet shops, commercial breeders would have
nowhere to sell their puppies/kittens. I think. I live in the Los Angeles
area. This year some very stringent laws were passed to limit breeding of
purebreds in "home" environments, but to the best of my knowledge, no laws
were passed that controlled the sale of puppies/kittens in pet shops. I
wonder why?
