The advice to people on long flights is to take plenty of (non-alcoholic)
fluid so that they don't get dehydrated. The same must apply, only mores
so, to a tiny pup... A little bit of wee won't hurt any one; take plenty of
absorbent paper or get some  absorbent fleece (like Vet Bed) so she won't
be sitting in any wet.  Heather Lamont gave me ice cubes to put in their
bowl instead of water when I collected my twins  (though this was only a
very short flight!); they melt slowly and are less likely to cause spills.
If you have a small cooler  bag you could carry them in, then this might be
an option to top up her drink. Also take a largish plastic bag so you can,
if time and space are available, give her a change and dispose of any wet
bedding.
