I find it quite simple to make breeding decisions such as these.  I just take the 
advice
of the cardiologist.  If he says don't breed, neuter the dog, I don't breed.  If he 
says
wait, don't neuter/spay -- then I wait (about a year or so) and re-check.  If he knows
the family history (I usually use the same cardiologist so he has seen most of the
family) and feels I should breed a dog of 6 yrs old with a Grade 1 or II murmur, I 
breed
the dog.

I am not a cardiologist -- I have no idea what he is listening to.  I pay for his
expertise -- why would I not take his advice?
