Yes, due to vast experience looking for stud dogs and the many phone calls I
get from pet buyers, I believe this with all my heart.  Everyone says they
fully test, but few can produce the paperwork to show it was really done.  I
saw Myra also has had the same experience and so have most of the breeders
on the Premier List.  She put it so well.  What have I found?  Similar
things.  Stud dogs done, but not the bitches.  Hips not xrayed at all or
x-rayed but never sent to OFA or PennHIP or x-rayed and actually found to be
dysplastic (and yes they are being bred), seldom are there patellar luxation
clearances, eye certificates in most cases but often 18-36 months old or
older, either no cardiologist heart clearance at all or it is more than 12
months old--often more than 24 months old!

It is the rare breeder indeed who if you walked into their house and checked
the records of every intact dog of breeding age (we'll say breeding age is
2-7 years for girls and 2-10 years for boys) they own you would find PennHIP
or OFA clearances on HIPS, vet signed clearances on PATELLAS,  current (less
than 12 months old) ACVO or CERF clearances on EYES, and current (less than
12 months old) cardiologist clearances on HEARTS on ALL of them--not
counting, of course, those who will never be bred or won't be bred until all
the clearances are current again.
