Hi, Carol and Sandra,
This is also my experience, but I'll tell you what I would do if I had
one with intractable stubborness to housebreaking. I would put the pup
on a six food lead and tie it around my waist so that it went everywhere
that I went. (In other words, I was literally always with the pup for a
period of a couple of weeks.) When I had to make dinner or do something
in which the puppy could not participate, I would wait until after the
pup (and I!) had gone outside to have the pup relieve himself and then
crate him. So, then he would be crated for his "nap" periods, overnight
(next to my bed; if I heard him cry, I'd be up and out with him and I'd
sleep in sweat pants so as to be able to get out quickly) and only
during times when I couldn't have him tied to me.
This method is not my own by the way, but comes from a well known
trainer who spoke on the subject at the Tufts Animal Expo.
I know this sounds extreme in terms of the amount of time taken to
devote to the puppy (time off from work or whatever) but in the long
term having a well trained dog should make that investment well worth
it.
