The tatoos need to be done when they are under general anesthesia, so naturally you would want to wait until they are spayed or neutered. I forgot to have both mine tatooed but feel comfortable knowing they are microchipped and numbers are on file at AKC, also they wear very nice tags with their numbers on them. As for dewclaws, speaking from a pet owner point of view, my girl has hers and my boy doesn't. It makes no difference to me as they do not show on the Cavalier leg. I always remind my groomer who has the dew claws and never had a problem yet.
