If you have the tattoo done when they are under for something else--- teethcleaning or OFA x-rays or neutering--- they don't know anything about it. I certainly would not want to tattoo a dog that was awake unless it was with the tattoo pliers. I use those and they do fine on a puppy, but the ear fur will hide the tattoo later so the tattoo has to be re-done on the belly when they are in for OFA x-rays.
There's no one right way. AKC will take either tatoos or microchip. Each method has its good and bad points. Each breeder has to make their own decision as to what is best for their dogs given the local vet's abilities, etc. If I microchiped, he'd have to do it. Although I give puppy shots, I draw the line there.
