I forgot to have both mine tatooed but feel comfortable knowing they are microchipped and numbers are on file at AKC, also they wear very nice tags with their numbers on them >>
I think the ideal is to have both a tatoo and chip. I have one tatooed while "under" for a teeth cleaning, knowing he probably would not cooperate, but I have had several others tatooed at clinics at shows with no anaesthesia at all, and they did just fine. It would depend on the dog.
