I don't know if you are familiar with the UK system for becoming a Champion?
The dog /bitch has to gain 3 Challenge Certificates - one of those CCs has
to be from an adult class - that is the dog has to be over 12 months old.
Therefore it wouldn't matter if the dog won three CCs as a puppy it could
not be a champion until it had won a fourth
As for the judge signing a certificate, here everytime a judge awards a
Challenge certificate he/she signs a Certificate that is given to the
exhibitor saying that in their opinion (the judge's) the dog is worthy of
becoming a Champion. This is part of KC rules and takes a couple of minutes
once judging has completed
