I am confused ...... are we talking Cavaliers here? Cavaliers are so easy to train not to bark I can't imagine ever needing to debark one. Maybe instead of spending the money on surgery - you could bring in a behavoirist/dog trainer to work with your dogs?? It's always worth a shot.
I have seen debarked dogs and I can't imagine anything more pitiful then seeing a dog trying to make a sound ..... and nothing comes out.
