Debarking is safe if done by an experienced vet. I would not use it unless the choice was either debark or move. If the dogs are Cavaliers, they can be trained to be quiet. It isn't easy, but it can be done. I find that the best thing is to breed for quiet dogs (they can bark, but seldom do). Barking patterns are definitely hereditary.
