hi sharona,
no i have never heard this before and i dont believe it either.  talk to any
of the collie/sheltie people and they will tell you that there are no adverse
effects to debarking, in fact i have found that mine actually are happier.
they can run their mouths all they want and no one tells them to be quiet. :)
  i know of hundreds of dogs that this has been done to and for many, many
years and have never heard or seen anything like that.
