laura i dont think that these same people really know movement.  they may
know if a dog moves cleanly, but not the fine points.  i handled dogs for
someone that used to tell me her dogs were really good movers when in reality
they were adequate movers.  she was able to tell a bad mover but could never
grasp what really good movement was  and to this day she still cant.  she has
been breeding for 20 years.

as far as i know, if the head is held really high the only thing that could
be wrong is in the shoulders.  i would think it also depends on what one
considers "high".  i think they can move correctly with their head up but not
held all the way back.
