In your case, I think you were lucky that the buyers actually told you
their intention rather than taking the dog and then breeding it anyway.
(And we all know that's happened - restrictions or not).

When I bought my male, he was sold as restricted.  I was not given
the actual registration papers until I supplied proof of neuter.  I know
that wouldn't stop some people, but if they want to register
resulting puppies they'll need those papers.  Would that work for you?

On the other hand, if buyers are determined, they will just out-right lie.
It's a shame, and makes me glad I'm not a breeder.
